Final Report
Secretary General Ban Ki-moon on behalf of the good office of the UN
shares his mixed emotions following the recent elections in Pakistan and the tension and violence that surrounding these events.
First, the Secretary strongly condemns the attacks on EU leadership in Brussels and offers its sympathies to the people of the European Union, especially to the victims and their families. He would like to reiterate outrage for the murder of Prime Minister Musharraf, the kidnapping of election monitors, the Chinese Ambassadors, and the terrorist attacks that were carried out to manipulate international action rather than using the avenues offered through the United Nations.
During the recent weeks the United Nations Security Council has accomplished a number of objectives related to resolving unrest in Pakistan and its surrounding region.
- The Office of the Secretary General Increased stablilty in the Kashmiri region in the short-term, and support for movements towards democratic rule in the long-term
- The Office of the SecGen brokered negotiations that led to a cease-fire by Kashmiri Rebels and placed them on the road toward negotiations for further autonomy within the framework of UN agreements.
- The office of SecGen monitored free and fair elections in Pakistan while supporting efforts to secure the return of hostages.
- The office of the SecGen supported an independent election commission supported by the major parties leading to these successful elections.
-The office of the SecGen proposed and subsequently passed Security Council Resolution 1800 condemning violence among political parties in Pakistan.
- The Security Council also passed Resolution 1802 condemning India's incursion into Pakistani Territory.
- In following UN guidelines and precedents, the staff of the SecGen worked tirelessly to protect the sovereignty of all involved states.
Due to retracted support from various Security Council members, a number of resolutions and agreements failed. Also, due to the nature of an burdened bureaucracy a number of diplomatic breakdowns occurred.
As a concrete step toward ensuring the future success of the region, the Secretary General has committed to expanding educational aid to literacy programs in Pakistan. This is aimed at battling the 50% literacy rate in Pakistan.
If the United Nations is to continue to be an effective member of the international community, its member nations must not turn their backs on the assistance offered by its good offices or on the structure it provides for opening dialogue and maintaining peace.
