China Final Statement
Pakistan, to have strengthened a nuclear agreement with Pakistan and
to have the privilege of working more closely with India.
China’s primary objective was to maintain status quo between India and
Pakistan and avoid anything that could lead to a nuclear conflict
between two countries. Early on, we did this by rallying international
support to table an ill-crafted UN proposal for armed Peacekeeping
forces along the line of control. And shortly after the New Delhi
attack, we obtained from India a commitment to not attack Pakistan,
despite their prior announced intention to do so. This was achieved
by sharing with India intelligence regarding the potential origins of
the attack and lending our support to their presumed future attack
against the Taliban and Kahzakstan.
Our second goal of preventing the UN from concluding that Pakistan’s
nuclear weapons are not secure did not come up in the scenario.
China’s third objective was to secure a new nuclear deal with
Pakistan. This goal was achieved successfully. China continues to
provide civilian nuclear technology assistance to the current
government of Pakistan.
Chinas fourth objective was to enhance its ties with India. We did so
through the announced economic summit and support for Indias response
to the New Delhi attacks.
In support of our fifth goal, China and India had several discussions
regarding the disputed border territory in Kashmir. We were pleased
that at one point during those discussions, India seemed open to a
joint summit on the issue in order to foster increased understanding
of each sides views; however, attacks in New Dehli postponed any
further discussion of this issue.
Our final goal was to prevent tribal leaders, Islamic extremists and
the Taliban. We supported UN resolution condemning violence in
Pakistan. Further, we did not yield to terrorism despite the capture
of our Ambassador to Pakistan. (We thank the EU for their efforts in
releasing our ambassador from Kashmir rebels.)
Taliban/Islamist Extremists - Final Statement
The Taliban and Islamist Extremists have succeeded in embarrassing and strategically defeating all the major Western powers present in the region. First of all, we managed to create varying forms of instability between multitudes of actors every single day. Second, all attacks (including attacks on both Pakistani and Indian armies) that took place in the simulation NOT credited to the Kashmiris were done by us, including the original kidnapping. We received $10 million from the EU to secure the release of 8 hostages, which was used to obtain radioactive material from Kazakhstan for a dirty bomb, which was then used against India, in order to escalate border tensions. This hostage release also secured explicit agreement from the US NOT to invade in the region.
We assassinated Musharraf, and instigated tensions between India and Pakistan by bombing their militaries simultaneously. We also attacked the EU convoy in Brussels, to which there was no EU response. We kept US forces out of the FATA and captured EU forces after they were excoriated for entering Pakistan. We had no resistance from Pakistani security forces in the FATA, and were free to roam as we pleased. FATA remained a staunch ally throughout the crisis, and we operated freely with their support. We continued our operations in Afghanistan with impunity, attacking US military assets with little to no retribution. Finally, we used the remaining 10 hostages to secure public assurances from the Pakistani Coalition government that Islamic standards would be reinstituted into Pakistani courts and schools as part of our effort to Islamize the lands.
Finally, thank you all for focusing on the Kashmiri Rebels during the entire simulation.
Paksitani Government Statement
The government of Pakistani Acting President Ashfaq Kiyani is happy to announce that, despite efforts to destabilize Pakistan by assassination and other horrendous acts, a consensus agreement has been agreed between and among the PML-Q, the PPP and the PML-N, whereby the PML-Q maintains the presidency and the defense ministry, while the PPP and the PML-N control other ministries, including the Foreign Ministry. The presidency will be transferred to a civilian from the PML-Q, still allied with the Pakistani Armed Forces; however, during the next regularly scheduled elections, all legitimate political parties will compete for the presidency.
We call for supporters of the various political parties in Pakistan to cease violent acts and peacefully contribute to the good governance of our glorious homeland.
The Pakistani Armed Forces express their backing for the future president, a civilian who enjoys close relations with the military establishment.
The Pakistani Government is pleased to have secured its future energy needs by its nuclear energy deal with its long-standing ally China.
Pakistan remains committed to the ongoing negotiations with Iran and India regarding the development of an oil pipeline, which would benefit all three countries.
Pakistan expresses surprise at the relative absence of the United States during the recent turmoil in the region, but applauds the action of the United Nations in seeking to bring stability to the region, as well as the good-offices role repeatedly played by China. The Pakistani Government is proud to have safeguarded the territorial integrity of Pakistan, including Azad Kashmir.
Pakistan reiterates its consternation at the unilateral action by EU/NATO forces on sovereign Pakistani territory, an action condemned by all Pakistanis, regardless of party affiliation. Following consultations with the EU, the UN and other parties, we consider this to have been a rogue act on the part of certain military actors. And the Pakistani Government is very pleased by the nascent cooperation between the EU and Pakistan, which will complement aid traditionally received from the United States.
Pakistan is most very pleased to have maintained cordial relations with the Government of India, thereby avoiding provocations apparently intended to lead to war between the two parties.

Secretary General Ban Ki-moon on behalf of the good office of the UN
shares his mixed emotions following the recent elections in Pakistan and the tension and violence that surrounding these events.
First, the Secretary strongly condemns the attacks on EU leadership in Brussels and offers its sympathies to the people of the European Union, especially to the victims and their families. He would like to reiterate outrage for the murder of Prime Minister Musharraf, the kidnapping of election monitors, the Chinese Ambassadors, and the terrorist attacks that were carried out to manipulate international action rather than using the avenues offered through the United Nations.
During the recent weeks the United Nations Security Council has accomplished a number of objectives related to resolving unrest in Pakistan and its surrounding region.
- The Office of the Secretary General Increased stablilty in the Kashmiri region in the short-term, and support for movements towards democratic rule in the long-term
- The Office of the SecGen brokered negotiations that led to a cease-fire by Kashmiri Rebels and placed them on the road toward negotiations for further autonomy within the framework of UN agreements.
- The office of SecGen monitored free and fair elections in Pakistan while supporting efforts to secure the return of hostages.
- The office of the SecGen supported an independent election commission supported by the major parties leading to these successful elections.
-The office of the SecGen proposed and subsequently passed Security Council Resolution 1800 condemning violence among political parties in Pakistan.
- The Security Council also passed Resolution 1802 condemning India's incursion into Pakistani Territory.
- In following UN guidelines and precedents, the staff of the SecGen worked tirelessly to protect the sovereignty of all involved states.
Due to retracted support from various Security Council members, a number of resolutions and agreements failed. Also, due to the nature of an burdened bureaucracy a number of diplomatic breakdowns occurred.
As a concrete step toward ensuring the future success of the region, the Secretary General has committed to expanding educational aid to literacy programs in Pakistan. This is aimed at battling the 50% literacy rate in Pakistan.
If the United Nations is to continue to be an effective member of the international community, its member nations must not turn their backs on the assistance offered by its good offices or on the structure it provides for opening dialogue and maintaining peace.
Iran's Final Statement
The Islamic Republic of Iran has:
- Attempted to induce a stable Pakistan, by encouraging free and fair democratic elections, support of the democratically elected government, calling for western countries to remove their military forces from the region and by maintaining our military strength as a counterbalance to western imperial encroachment.
- We have continued to seek a strategic energy and oil relationship with India and Pakistan. We are disappointed by the Indian government’s decision to withdraw their support of these talks, in favor of pandering to the rhetoric that originates within the United States.
- With the successful development of nuclear weapons capability the Islamic Republic of Iran has demonstrated our continued primacy in the region, and maintains that regional security can be gained without the presence or influence of western countries.
- We are pleased that we continue to enjoy strong strategic partnerships with China, as demonstrated by our current and future economic joint-ventures, and role in preventing the United States from hijacking the security council to serve as a mouthpiece of their rhetorical opposition to a strong Iran, and strong and independent Middle East.
- IraIn has not supported the independence of Kashmir, and reaffirms our belief that elections in Pakistan should not lead to sectarian division of the country. Further, we believe that a diplomatic solution to both the Kashmiri crisis and the contested elections are the best options for stability in the region.
- Iran continues to call for the protection of Shia minorities within the region, and in particular within the conflict zones in Pakistan and Afghanistan.
- We believe that the aggregate of these actions have contributed to Iran’s ability to counter the influence of the United States within the region.
United States Final Statement
By forming collaborations with a Pakistani government that is friendly toward the United
States and capable of managing its affairs, we have achieved that objective. We thank
the PPP and PML-N party for their commitment to building peace in the country, and were
privileged to have them as partners in that process.
Today, we also sought to see free, fair and transparent elections held in Pakistan. Even
marred by violence and the loss of two of the major figureheads of critical Pakistani
parties, the integrity of these elections was above reproach. Through helping to build a
coalition to insure these free elections, we became part of one of the most pivotal
moments in Pakistan’s history. The Pakistani people have spoken, and they have now
ushered in a new era of cooperation and peace. We salute the courage of every man and
woman who took the time to exercise their critical right to vote.
We sought to prevent an outbreak of hostilities between India and Pakistan. We
appreciate that the leaders of both nations have been under tremendous pressure to remain
vigilant in their defense, and yet they have managed to avoid a full-scale conflict. The
Security Council, with US support, has adopted Resolution 1802 to insure that hostilities
between India and Pakistan do not re-emerge. The United States is proud to have
strengthened our ties with both nations in this process, and look forward to continue
brokering peace between these two influential nations.
The United States managed to prevent increased Indian dependence on Iran by convincing it
to withdraw from its projected pipeline project. We also succeeded in drawing India away
from Chinese influence through a number of agreements. The United states also placed
itself as mediator between India and Pakistan for nuclear issues and thus reasserted its
central position as broker in South-East Asia.
We are gratified that India remains committed to keeping its troops out of Pakistan, and
the United States was proud to prevent an inflammation of tensions between India and
China, as well as India and Iran. Despite the confusion over alleged aggression by India
that initially caused us some concern, we are relieved to have verifiable assurance that
no such aggression has existed, and that there is no longer a need to re-assess the
status quo with regard to India.
We also sought today to prevent Iran’s ability to build cooperation for its ongoing steps
toward nuclearization. We are pleased that the United Nations, European Union and our
allies share our dismay at the steps Iran has taken, and believe that this coalition will
prevent any further aggression. If there is any aggression from Iran, we believe we are
in a position to deter it quickly and without full-scale conflict.
Most of all, we are pleased to see Pakistan making huge strides toward being an
autonomous nation capable of handling its own affairs. The US and Pakistan share an
interest in having Pakistan be able to control the violence within its borders and to be
an effective and peaceful player on the world stage. We thank them for their efforts to
secure peace and cooperation within the FATA region, another major concern of ours at the
outset of the day. We have succeeded in preventing Pakistan from becoming a further
haven for radical extremists, and we thank the FATA group for their role in that. While
the threat of extremist violence remains a concern, the United States has built a strong
international coalition that is united against that threat. We will not be intimidated
by threats, and we will be prepared to prevent or retaliate against violence with the
full force of the United States.
We are pleased to have achieved our major objectives today, and grateful for the
cooperation of all of you who have made this possible. May God bless the new peaceful
Middle East, and may God bless America.
EU Final Press Release
Despite a great amount of turmoil, the EU believe it and the world community were generally successful in promoting security and stability in Pakistan. Pakistan retains control over all of its territory and a central government is now in charge. Pakistani nuclear weapons have also been secured. All in all, Pakistan is more stable after the crisis than could reasonably be expected.
The EU was successful in its goal of continuing assistance to the Pakistani people. The EU was more than happy to agree with a token poverty alleviation program with FATA to achieve one of our objectives; monitoring programs will ensure this program is used for non-violent programs or we will cut off the funds without a second thought. We hope this aid agreement and an agreement with the PML-N will reduce economic volatility and poverty and should pay great dividends for the Pakistani people in the future.
The EU was also successful in its goal of combating Islamic extremism and safeguarding the coalition mission to protect Afghanistan. A Taliban offensive in southern Afghanistan was pushed back and Taliban strongholds in Pakistan were (accidentally) destroyed. We mourn for our losses in the Brussels bombing, but we are also content in the knowledge that EU forces did far more damage to the Taliban than the Taliban did to us. We are also happy to report that the lives of ten Western hostages and the Chinese ambassador to Pakistan were spared thanks to the tireless efforts of EU negotiators.
The EU is quite proud of our efforts to ensure the security of Pakistan, ensure a democratic change in government, continue economic and assistance ties to Pakistan and safeguard and strengthen the EU/NATO mission in Afghanistan. The last few weeks have been trying ones, but we feel the EU has come out of them with almost all of our objectives achieved.
PML-N Reviews Progress
In an era of violence and insecurity, the Pakistan Muslim League-Nawaz is pleased with its progress toward unification and stability.
The establishment of an independent elections commission and the commencement of free and fair elections were huge steps forward. The formation of a coalition government with the Pakistan People’s Party furthered the PML-N objective of securing a representative majority. We feel that this will ensure the selection of a prime minister who shares the coalition’s vision for a strong Islamic republic.
The past weeks have not been without sadness. There have been setbacks. We share the sympathy of the international community regarding the deaths of President Musharraf, our Indian neighbors, two of the UN election monitors, embassy employees, and others.
And yet, we remain committed to overcoming these difficulties. It may not be easy, but we implore all to continue their patience as the PML-N works to unify Pakistan’s decision-making structure. To this end, the party has drawn both the PML-Q and FATA into talks, which have led to the suspension of martial law and a return of the rightful pre-November judiciary. We feel that the inclusion of FATA in the country’s political life will ease tensions along the Pakistani-Afghanistan border and reduce pressure from the international community.
We have worked with other countries and international agencies to assist in our recovery from economic crisis. We are thankful for China’s willingness to aid our efforts to reinstitute Pakistan’s civilian nuclear program. This will make great strides towards alleviating the country’s energy and gas shortages. In addition, the EU is providing economic assistance which is equally important to our inflation problem.
Kashmir continues to be a work in progress. We are making major strides to secure stability within our borders (as well as without).

Our first accomplishment was strengthening our economic ties with China. We believe we will have a long and prosperous relationship in the following decades.
We also by increased its nuclear energy agreement with the United States.
We prevent the escalation of hostilities with Pakistan. We attempted to restore civil order in that country.
We also engaged the United States to bring forward a security mechanism that would with prevent both India and Pakistan from launching an accidental war.
We also used our UN delegated international right to defend our security when attacked by Khazkistan.

There are few democracies that can respond to tragedy with dignity, after our attack we did exactly this. India has stood strong in the face of destruction. We will not diminish our civil liberties. We will not attack an innocent country. We will continue to be the standard bearer of human rights in South Asia and the world.

The Independent State of Kashmir achieved a semi autonomous status within its previously Pakistani controlled region and gained recognition from the Pakistani coalition government.
We initially intended to seek the independence of the Kashmiri region as a whole, through non violent means, then resorted to bombing the U.S. Embassies in Pakistan and India. Though we took responsbility for the abduction of the UN monitors but did not have them in our custody in reality, we were able to garner the collective attention of the international community. In addition, we created civil unrest in India by setting up several madrassas in Bombay, which angered the Hindu extremists. We also abducted the Chinese Ambassador to Pakistan to no avail.
Our goals were accomplished, in that, we are recognized as a semi autonomous entity by important members in the international community, most importantly, the EU, the UN, and the Pakistani coalition government.
In the coming years we hope that Indian administered Kashmir also gains autonomy and our region is recognized as a whole.

Nevertheless, the Pakistan People's Party has achieved a number of remarkable successes:
It has faciliated the creation of an indepdenent election commission that supervised successful parliamentary elections
It has achieved a plurality in the Pakistani parliament and entered into an effective coalition government with the PML-N. These elections have repudiated the incumbent government and demonstrated in no uncertain terms the Pakistani people's desire for fundamental change.
It has gained American support for the coalition government and also acquired essential military aid to assist Pakistani anti-terrorism operations
It has found a partner in FATA which has renounced its support for the Taliban and the use of terrorism as a political instrument
We have also developed and maintained strong working relations with the EU and the UN, which have, from the moment the election results were read, supported the PPP and the subsequently formed coalition government with the PML-N
Finally, skillful PPP/PML-N negotiations have to led an agreement with the PML-Q whereby Nawaz Sharif has been permitted to return to Pakistan, martial law has been suspended, and free and fair elections at the end of the president's term. Additionally, the military will fall under the control of a civilian president. While we acknowledge the tremendous importance of the military in Pakistan we also recognize the need to finally subordinate this institution to elected civilian control.
Throughout the past two weeks we have witnessed just how fragile this region is. Our goal is to encourage greater compromise both within Pakistan and among our neighbors.

We call for the stabilization of Pakistan and an end to the increasing violence in that country. In response to the taking of EU hostages, we, as a major regional power, call for an immediate summit of all OIC members to address the growing crises engulfing our region.
We also wish to affirm that we have successfully conducted nuclear devices but inform the international community that we are committed to the establishment and maintenance of peace throughout our region.
Despite the current hostilities, we remain committed to maintaining strong economic partnerships with India and China. We urge Western forces to reconsider their presence in the region as it has proven to be threatening and destabilizing.

The Taliban and Islamist Extremists have captured a number of EU forces from the recent fight with the Taliban in Pakistan. We are delighted that the US’s own FoxNews has even begun criticizing its lack of interest in the region, and wonders if the US would like to concede defeat and declare our glorious victory. We will continue our fight against all invaders as long as it takes, even if it means attacking them on their home soil.

The EU has also scored a great victory over the illegitimate successors to Pervez Musharraf. The arrest of Nawaz Sharif, a blatant slap in the face to democracy, has been rectified. Sharif was successfully rescued by crack European special forces and is now safe and back in communication with his PML-N party. With his inspired leadership, the EU is sure that a stable and effective government will soon arise in Pakistan.
Not all of the EU’s achievements have been military. The EU has also continued its long-term financial support to Pakistan by signing an agreement with the PML-N to alleviate inflation and the resulting energy and gas crisis. We sincerely hope this aid will help the ordinary Pakistani citizen lead a better life. The EU is committed to helping the citizens of Pakistan in any way possible.

The Islamic Republic of Iran is saddened by the news of the untimely death of our Muslim brother General Musharaff. We are further concerned by the continued destabilization of the safety and security of the Pakistani people, and in particular call for fair treatment of our Shia brothers. We remain deeply concern about reported increased violence against Shia Muslims in Afghanistan.
Furthermore we condemn the use of force in the escalation of Pakistani-Indian relations and call for all parties to exercise restraint.

In the wake of this tragedy, the EU urges Musharaff’s party to end martial law and allow the PPP coalition to take power. To do so now would head off planned EU trade sanctions on the current regime. If martial law is not ended immediately, the EU will institute sanctions.
The EU has planned meetings with top PPP/PML-N officials to discuss trade and military ties with the rightful Pakistani government.

PPP - Statement
We call on the Kashmiri separatist movement to immediately cease all violent activities.
Pakistan is in a fragile position and we implore all concerned actors to focus on stabilizing Pakistan rather than undermining its security.
While we have repeatedly called for the suspension of martial law, we understand the steps taken by government forces to secure the country in the wake of President Musharaf's death.
However, we urge restraint on the part of our armed forces and on those of the government of India while we are engaged in efforts to restore order.
We also call on Gen. Kiyani to release Nawaz Sharif from under house arrest immediately. This is an unnecessarily provocative move that will serve to only further destabilize the current situation.
Furthermore, we vehemently deny any and all allegations that high ranking members of the PPP have entered into talks with the Taliban regarding the formation of a new Pakistani government.

INDIA
1) The United States has affirmed its commitment to supplying India with peaceful, civilian nuclear technology to meet its energy needs.
2) The United States has agreed to provide India with conventional military capabilities sufficient to meet its deterrent needs.

Suicide blast in Pakistan kills four
Police inspect the wreckage of the bus near the military's general headquarters in Rawalpindi.The explosion happened close to a market and near the military's general headquarters in Rawalpindi, said Bustan Khan, assistant sub-inspector of the Rawalpindi police. The attack occurred about 7:30 a.m.(2:30 a.m. GMT).
The bus was destroyed and as many as 20 people were wounded in the explosion, acccording to the state-run Associated Press of Pakistan.
The blast occurred on a road running through a bazaar near the offices of the army's engineering department, police official Abdul Waheed told the Associated Press.
It was not immediately clear which branch of the armed forces the passengers were from. Police said the army had cordoned off the area.
On December 27, opposition leader Benazir Bhutto and about 20 others died in a gun and bomb attack in Rawalpindi.
Before that, a series of attacks hit security forces and employees of Pakistan's Inter-Services Intelligence agency, including two suicide bombings against a bus of ISI employees and an army checkpoint on November 24 that killed up to 35 people.
There have been no claims of responsibility for the attacks, but authorities have blamed Taliban militants based near the Afghan border who pose a growing security threat across Pakistan

Pakistan election rally bomb kills 15
The attack took place in the town of Charsada in Peshawar province between 5:30 p.m. and 6 p.m.
The Awami National Party is a Pashtun nationalist group based in Pakistan's North West Frontier.
Interior Minister Hamid Nawaz said the attack was carried out by a suicide bomber who was "very close to the stage" where party officials were assembled, The Associated Press reported.
Local party leader Afrasiab Khattak was addressing the rally at the time but told Dawn television he was unhurt.
Nawaz said Islamic militants had threatened to attack all political parties in northwest Pakistan before parliamentary elections on February 18.

The UN Office of the Secretary General is spearheading the formation of an independent non-partisan election commission to oversee the Pakistani elections scheduled to take place on February 18th and the United Nations would like to reassure member states of our commitment to work tirelessly to ensure the release of hostages.
The UN looks forward to finding a peaceful and enduring resolution to these conflicts.

The PPP believes the Musharaf government's decision to withhold support for the creation of this commission, is a further indication of its generally dismissive attitude toward Pakistani democracy.
Today's events and the recent news that two election monitors were found murdered, is further evidence of this government's inability to not only protect its own citizens but those invited by this government to ensure a free and open democratic process.

The Independent State of Kashmir
1) Rejected an offer from the Islamic Republic of Iran to partake in a summit that allow for diplomatic negotiations between India, Pakistan, and Kashmir. We would like to negotiate directly with Pakistan and India.
2) Despite suspicions, all hostages are accounted for and alive and well.
3) We strongly encourage the EU/NATO to negotiate with us in the interest of both their citizens and possible human rights violations in the regions.
We will continue to hold the hostages until our demands are met.

Islamic Republic of Iran Condemns Kidnappings
The Islamic Republic of Iran strongly condemns the kidnappings of the UN election monitors.
We call for an immediate release of the monitors, and urge all involved parties to display caution and exercise restraint in the use of force. The kidnappings should not be used as an excuse for further militarization by western countries in the region.
We further call for immediate diplomatic consultations over the issue of Kashmir and are willing to host a conference for all involved parties. Regional security depends on the execution of a fair election within Pakistan, and the Islamic Republic of Iran encourages the elections to take place as scheduled.
